Scenario MAY 2009 Elections in Serbia. Winner, with great majority, is a former officer of the Yugoslavian Federation Army named Dimitri Helldiveric who is rumored to have been responsible for national realization operations and prosecutions, during the Yugoslavian Civil War (1991 -1999). The new president immediately abets to political and religious tense, between the Serbian people and the other national ethnicities living in the countries surrounding Serbia. As an objective, Helldiveric claims and annex the neighboring countries merging them into a new Union, with Serbia in its center. In less than 6 months, Serbia has annexed all of its neighboring countries, creating a new entity, now called Serbian People’s Republic (SPR). According to many analysts, a new “Great Serbia†is born, resembling much to the old Yugoslavia before 1989 and the civil war (1991 -1999). The new Balkan republic turns to Russia for support and the two countries sign a peace treaty and an alliance. NOVEMBER 2009 President Helldirevic express his friendly emotions towards Moscow, by announcing, in public, his strong opposition against NATO’s anti aircraft and anti ballistic umbrella, and the Surface to Air Missiles installations in Poland that greatly affect Russian airspace. As a countermeasure, after an agreement with Moscow, Russia brings out of preservation and sends some RBS-10 /RT-21M (NATO designation SS-20 Saber) intermediate range ballistic missiles (IRBM) launchers to SPR. The launchers are immediately deployed. NATO responds at once; claiming that the deployment of the RT-21M launchers is a direct violation of 1991’s Intermediate Range Nuclear Forces Treaty and threatens to counter react. Intelligence and recon photos confirm the existence of the mobile missile launchers (MMSL) as well as their full functionality and operational capabilities. DECEMBER 2009 With the probability of a nuclear strike, more than visible, NATO brings the subject to the United Nations. After a long conference, the UN Security Council issues the 2594 /2009 resolution. According to it, SPR is obliged to withdraw at once all the RT-21M launchers and have them returned to Russia for storage and preservation, to the state they were before November 2009, according to the International treaties against the proliferation of nuclear arms and the creation of new nuclear armories. UN sets the 28th March 2010 and 18:00ZT as the deadline for the SPR to comply with the 2594 /2010 resolution. At the same time, the General Secretary of the UN authorizes the Military Arm of the Organization with free use of violence, in case SPR rejects the resolution or denies complying with it. Helldiveric’s reaction to the decision of the United Nations is immediate. After contacting Moscow for directions, he goes on public broadcast announcing that in case even a single enemy Cessna airplane violates the SPR’s national airspace, he is going to launch missiles against capital cities of European countries, naming Poland, Great Britain, Italy, France, Czech Republic and Germany. In addition to that, Russia sends aircraft to patrol SPR's airspace against intruders. JANUARY 2010 With the deadline closing by, UN secretary addresses to the leaders of the countries all over the continent in order to organize, prepare and execute a precautionary strike against the RT-21M mobile launchers and any missile storage buildings, inside the ground of SPR, before any of the missiles are launched. The nations respond. FEBRUARY 2010 Joint Forces Command (JFC) is created, with its mission to gather air forces from all over the world. Furthermore, JFC is responsible for the location and destruction of the MMSL and all of their supporting hardware and installations. JFC’s only commitment is that the whole operation must be over within on hour (60 minutes) after the deadline expires (28rd March 2010 , 18:00ZT). Memo: • United Nations strictly forbid any military action against SPR before the end of the deadline, since this may be considered a hostile act and cause Russia to escalate the tension or other countries to oppose to the UN. • Main objective for the JFC is to find and destroy all mobile launchers and any infrastructure regarding them, in order to force the Russians to comply with the non expansion of nuclear arms treaties. • JFC forces will only have 1 hour to execute the battle plan, because this is the time needed by the launcher’s crews to prepare, and launch a missile against their predestinated target. After this time has passed, mission will be considered a failure, since the missiles might have already been launched.
